Orem C.A.R.E. Tax Funding for the Arts
In a significant display of support for the enhancement of recreation and cultural arts in the City of Orem, voters approved a measure in November 2005 to implement a local sales and use tax. This tax, amounting to 1/10th of 1% or approximately one cent for every ten dollars spent, aimed to bolster the city’s commitment to promoting cultural activities and recreational opportunities.
The ensuing Cultural Arts and Recreation Enrichment (CARE) Program was set in motion in April 2006, with the first CARE grants being disbursed in 2007. The program sought to enrich the community by facilitating funding for various initiatives, ensuring a vibrant and diverse cultural landscape for Orem residents.
Fast forward to November 2013, and Orem voters once again demonstrated their unwavering support for the CARE program. They overwhelmingly voted to renew the CARE tax for an additional ten years, ensuring the program’s continuity until March 2024. This extension secured the necessary funding to continue the remarkable progress made over the years and fostered a sense of pride within the community.
Under the CARE program, both nonprofit organizations and government entities, including the City of Orem itself, are eligible to receive funds. The allocation of CARE funds is a responsibility shouldered by the City Council, which meticulously reviews grant applications and makes informed decisions regarding the distribution of these resources.
Thanks to the ongoing commitment of Orem’s residents and the diligent work of the City Council, the CARE program continues to shape the cultural and recreational landscape of the city, enriching the lives of its inhabitants and promoting the arts for years to come.
CARE grants for the ongoing operations of cultural arts organizations are made available in three categories:
- Mini Grants of up to $4,999
- Mid-major Grants from $5,000 to $9,999
- Major Grants of $10,000 or more
- Facilities Grants (for Government only)
To qualify for consideration, applicants must meet this criteria:
- The applicant must be a private nonprofit cultural organization having as its primary purpose the advancement and preservation of art, dance, history, music, natural history, or theater. Cultural organization does not include any agency of the state; any political subdivision of the state; any educational institution whose annual revenues are directly derived more than 50% from state funds; or any radio or television broadcasting network or station, cable communications system, newspaper, or magazine.
- Private nonprofit cultural organizations must have an active 501(c)(3) status at the time of application.
- The organization must have a significant presence, and manage, and present in the City of Orem.
- The organization must demonstrate a strong connection to the community and show a stable financial history.
- The organization’s application must by accompanied by financial reports prepared by a Utah licensed certified public accountant/firm and budget summaries as required in the application.
- If the applicant is an organization or program affiliated with a university, college, or educational institution, 1) it must serve residents of the City of Orem as opposed to students and faculty; and 2) it must receive less than 50% of its funding from state funds.
